Biography of Haji Mullah Sharafuddin Mukhlis
Name, Lineage and Family
Haji Mullah Sharafuddin Mukhlis, son of Mullah Sher Ali and grandson of Mullah Mahmood, was born into and raised in a religious, devout, distinguished, and well-known family. The family has been known for its religious commitment, piety, scholarship, and service, with several of its members having been active in religious, social, and jihad-related affairs.
He is the brother of the late Saeed Mullah Nizamuddin Nomani, who served as the Police Chief of Balkh Province during the previous Islamic Emirate. The late Saeed Mullah Nizamuddin Nomani was regarded as a prominent figure of that period and, alongside his activities, consistently sought to fulfill his responsibilities in service of the system and the people of Afghanistan.
During that period, the late Saeed Mullah Abdul Rauf Mukhlis, who was a close relative and nephew of his, served as the Criminal Affairs Commander in Mazar-e-Sharif. Haji Mullah Sharafuddin Mukhlis was also appointed as the Passport Department official in Mazar-e-Sharif, the capital of Balkh Province. He carried out his duties with commitment, honesty, and a strong sense of responsibility.
The late Saeed Mullah Nizamuddin Nomani was killed during his activities in Dara-e-Suf District of Samangan Province. Following his death, the leadership and continuation of the related activities were carried forward under the leadership and guidance of the late Saeed Mullah Abdul Rauf Mukhlis.
The late Saeed Mullah Abdul Rauf Mukhlis was also regarded as an influential and well-known figure. He was responsible for the Western Zone Provincial Commission, which included the provinces of Herat, Farah, and Nimroz. During his tenure, he was active in various areas of responsibility, with Haji Mullah Sharafuddin Mukhlis working alongside him.
During the lifetime of the late Saeed Mullah Abdul Rauf Mukhlis, whenever he traveled, he entrusted the affairs and responsibilities related to the Muadh to Haji Mullah Sharafuddin Mukhlis, who carried out these responsibilities effectively. He benefited from Haji Mullah Sharafuddin Mukhlis’s experience and activities. During this period, Haji Mullah Sharafuddin Mukhlis was wounded twice by forces of the former regime.
The late Saeed Mullah Abdul Rauf Mukhlis made extensive efforts in fulfilling his responsibilities and serving the people and the Islamic system. In 1400 (2021), following the capture of Farah Rod District, he was killed by U.S. forces in Farah city.
Following his death, Haji Mullah Sharafuddin Mukhlis fully assumed responsibility for the leadership and affairs related to the Muadh and has continued to carry out these responsibilities in an organized and consistent manner.
This Muadh, having produced prominent figures and martyrs, has played a considerable role in the contemporary social and political developments of Afghanistan, and its members are remembered among religious, self-sacrificing, and service-oriented families.

Haji Mullah Sharafuddin Mukhlis was born on 2 Jawza 1355 in the Solar Hijri calendar (May 22, 1976). His childhood and adolescence were spent in an environment characterized by faith, religious devotion, simplicity, and Islamic values.

Following the death of his brother, he continued his activities alongside the late Saeed Mullah Abdul Rauf Mukhlis and played an active role in carrying out assigned responsibilities and related activities during his tenure.

At various stages, he held organizational and administrative responsibilities in Kabul Province and later in Mazar-e-Sharif, the capital of Balkh Province. Among these responsibilities, he was appointed as the Passport Department official in Mazar-e-Sharif, where he performed his duties with commitment, integrity, and a strong sense of responsibility.
Following the fall of the Islamic Emirate and subsequent political and military developments in Afghanistan, his activities continued in various areas. He also carried out responsibilities related to jihad-related and military activities in Herat and Badghis provinces alongside others.
In 1395 (2016), he was appointed by officials of the Islamic Emirate to serve for three years as the military district governor of Kohsan District in Herat Province. He subsequently served for one year as the civil district governor of Kohsan District.
He then served for one year as the head of the Rabat-e-Sangi District Commission. At times when the late Mullah Abdul Rauf Mukhlis traveled to carry out his responsibilities, Haji Mullah Sharafuddin Mukhlis also assumed responsibility for overseeing the affairs.
He was subsequently appointed once again as the military district governor of Kohsan District. During this period, he played an active role in operations related to the capture and establishment of control over Kohsan District, followed by operations related to other districts of Herat Province.
These activities continued until the final political and military developments and the re-establishment of the Islamic Emirate of Afghanistan.
Civil and Administrative Responsibilities Following the Re-establishment of the Islamic Emirate
Following the developments of 1400 (2021) and the re-establishment of the Islamic Emirate of Afghanistan, Haji Mullah Sharafuddin Mukhlis was appointed by the relevant authorities as the first Mayor of Herat Province and assumed responsibility for managing the affairs of Herat Municipality.
During his tenure at Herat Municipality, activities were carried out in various areas of urban development, construction, public services, and infrastructure. A number of public-benefit projects were inaugurated, implemented, and put into operation.
He was subsequently appointed as the District Governor of Kohsan District of Herat Province and later assumed responsibility as the District Governor of Shindand District of Herat Province.
He was subsequently appointed as the Director of Prisons of Herat Province, where he carried out his assigned responsibilities and managed the relevant affairs.
Throughout these positions, he sought to perform his duties in accordance with administrative principles, integrity, discipline, consultation, accountability, and consideration of the public interest.

Haji Mullah Sharafuddin Mukhlis traveled to the Kingdom of Saudi Arabia to perform the Hajj pilgrimage and completed the Hajj rituals.
In connection with his official responsibilities, he also traveled twice to the Islamic Republic of Iran for the purpose of transferring prisoners and carrying out assigned missions.
These travels and missions, in addition to providing personal and religious experiences, provided him with further experience in administrative and official affairs.
