Implementation of the Urban Governance Capacity Index Training Program for North and West Zone Municipalities

The Urban Governance Capacity Indicator Training Program of Herat, Qala Noah, Mazar-e-Sharif, Aibak and Pul-e-Khumri Municipalities was launched with the participation of Ghulam Hazrat Mushfiq, Herat Mayor, Head of Urban Governance and Central and Provincial officials.
The program aims to assess the sectors of revenue (economic growth), public services (technical and development), urban governance (transparency, accountability and gender and youth) and capacity building (strategic plan implementation, reform and human resource reform, performance improvement and administrative performance). Under the direction of the municipalities of the Independent Bureau of Local Government Organizations of the Islamic Republic of Iran and with the technical assistance of the City Council a plan has been developed to create a capacity building plan for Herat Municipality using the information obtained from this need assessment.
Herat mayor states that sharing experiences, identifying weaknesses, challenges and opportunities is critical to improving the performance of the department's services, and in the future, using the needs assessment, the municipality can use its capacity development path to improve performance for service delivery. Mr Mushfaq expressed hope that the Herat Municipality would meet the defined criteria of a first-rate municipality by implementing a strategic plan, improving its performance and performance, reforming its formation and human resources, and in general by properly capacity building.
Meanwhile, Abdul Samia Wafa, head of Herat's municipal government, says the municipality's needs assessment is being carried out in five key areas, comprising four sub-divisions, and comprehensively identifying the challenges, opportunities and improvements needed by different departments of the municipality.
