Biography of Haji Mullah Abdul Raziq Rashid, Former Mayor of Herat Municipality

Haji Mullah Abdul Raziq Rashid, son of Haji Mohammad Anwar and grandson of Lal Mohammad, is a resident of Kunsak Village, Bala Buluk District, Farah Province. He was born on 17 Sawr 1366 (Solar Hijri calendar).

Religious and Modern Education

Haji Mullah Abdul Raziq Rashid began his primary modern education at the school in his native Kunsak Village, where he studied for three years.

He began his religious studies in Dukan Village, Pusht Rod District of Farah Province, under the instruction of Mawlawi Mohammad Azim. He subsequently continued his religious education in the Balanda area of Pusht Rod District under the guidance of the renowned religious scholar, Sheikh Mawlawi Abdul Qawi Haqqani.

He also pursued religious studies in the neighboring country of Pakistan, in the city of Quetta, under Sheikh-ul-Hadith wa al-Tafsir, Hazrat Maulana Mawlawi Abdul Hadi Molhem, a scholar also recognized for his expertise in the principles of Islamic jurisprudence. He completed the Dawra al-Sughra course under his instruction.

Beginning of Activities and Responsibilities

Haji Mullah Abdul Raziq Rashid began his activities in 1387 (Solar Hijri calendar) and subsequently served in various military and civil positions across several provinces of Afghanistan:

  1. He initially served as the Military and Civil District Governor of Bakwa District.
  2. He subsequently served as the Military and Civil Officer of Gulistan District.
  3. He then served as the Military Commander of the unit responsible for Farah, Herat, and Nimroz Provinces.
  4. Later, he served as the Military Commander of the unit in Farah Province.
  5. He served as the Military District Governor of Bala Buluk District.
  6. He subsequently served as the Head of Intelligence of Farah Province, a position he held until the Fall.
  7. Following the Fall, on 15 Rabi al-Awwal 1443 AH, he was appointed as the Security Commander of Farah Province.
  8. Subsequently, on 4 Rabi al-Thani 1444 AH, he was appointed as the Mayor of Herat.
  9. On 20 Jumada al-Thani 1445 AH, he was appointed as the Police Commander of Balkh Province. He currently continues to serve as the Police Commander of Balkh Province. In addition, he is responsible for the 1,000-member unit of the Northern Zone, comprising the five provinces of Balkh, Samangan, Sar-e-Pul, Jawzjan, and Faryab.
